In addition to the Smart Quotes recipe which has been available on OborWiki, there is now an alternative smart-quotes option: Smart Quotes JS (based on the smartquotes.js script. (Smart Quotes JS is off by default; you can enable it via the Configurator.) This is a client-side, Javascript-based quote education solution.
Smart Quotes JS should have fewer compatibility problems than Smart Quotes (which clashes with certain other recipes).
